Luckily the MI truck I repaired had no hiccups after presoaking all bolts with penetrating lube. Testing the nuts/bolts with a torque wrench and then utilizing the Milwaukee 18v 1000ft.lbs. Impact Wrench zipped the hardware right off. The new one was a direct bolt on and even has chrome license plate light "domes." It looks better IMO than the OEM black plastic ones. I coated the back side of bumper with rubberized undercoating for extra protection and hopefully it will last another 18 years

I did not contact seller, did not want to deal with exchange, delivered on time, no damage, fasteners were loose in box 1 of the rivet fasteners for upper pad was only 1/2 there thought it might be lodged in bumper somewhere couldnt find it and I had a spare to replace it, lower cover installed by manufacturer did not fit well turns out it had damaged retaining clips so I installed the one from the GM bumper I was replacing. FYI the retainers for the spare tire lock tube are a GM dealer item.
